ڈپٹی کمشنر شیخوپورہ کی شفاف قیادت — ایک اوورسیز پاکستانی کو انصاف کی فراہمی تحریر: نعمان رشید
میرا تعلق نارنگ منڈی، ضلع شیخوپورہ سے ہے اور میں گزشتہ دس برس سے آسٹریلیا میں مقیم ایک اوورسیز پاکستانی ہوں۔ حال ہی میں مجھے اپنی قانونی طور پر ملکیتی خاندانی جائیداد کے حوالے سے ایک سنگین مسئلے کا سامنا کرنا پڑا، جس پر مخالف فریق نے غیر قانونی طور پر قبضہ کر لیا تھا۔
اس صورتحال کے پیش نظر، ہم نے عدالتوں سے رجوع کرتے ہوئے قانونی کارروائی کا آغاز کیا، اور تمام عدالتی فیصلے باآلخر ہمارے حق میں آئے۔ تاہم، واضح عدالتی احکامات کے باوجود، متعلقہ حلقے کے پٹواری کی مبینہ ملی بھگت کے باعث ہماری خاندانی زمین کے انتقال کو ہمارے نام منتقل کرنے کے عمل میں مسلسل رکاوٹیں ڈالی جاتی رہیں۔
بعد ازاں، ہم نے یہ معاملہ ضلعی انتظامیہ کے سامنے پیش کیا اور اپنے تمام متعلقہ قانونی دستاویزات ڈپٹی کمشنر ٰی پیشہ ورانہ صالحیتشیخوپورہ، جناب شاہد عمران مارتھ صاحب، کو جمع کروائے۔ ڈپٹی کمشنر صاحب نے اعل اور ذمہ داری کا مظاہرہ کرتے ہوئے اس کیس کی جامع اور شفاف انکوائری کا حکم دیا۔
تحقیقات کے نتیجے میں یہ بات سامنے آئی کہ مخالف فریق نے سرکاری لینڈ ریکارڈ میں غیر قانونی مداخلت کی تھی۔ مزید برآں، متعلقہ پٹواری کی جانب سے بھاری رشوت کا مطالبہ کیا گیا، جو بعد ازاں عالقے کے معزز افراد کی مداخلت کے نتیجے میں کم ہو کر دس الکھ روپے تک طے پایا۔ تاہم، اس کے باوجود متعلقہ اہلکار نے وعدے
کے مطابق عمل درآمد نہ کیا اور ریکارڈ میں رد و بدل کا سلسلہ جاری رکھا، جس سے مزید بے ضابطگیاں پیدا ہوئیں۔
باآلخر، ڈپٹی کمشنر شیخوپورہ جناب شاہد عمران مارتھ صاحب کی بروقت اور فیصلہ کن مداخلت کے باعث انصاف فراہم کیا گیا۔ نہ صرف مکمل انکوائری شفاف انداز میں مکمل کی گئی بلکہ ادا کی گئی رقم بھی پٹواری سے واپس دلوائی گئی۔
یہ امر قاب ِل تحسین ہے کہ ڈپٹی کمشنر کی قیادت میں ضلع شیخوپورہ میں شفافیت اور احتساب کو فعال طور پر فروغ دیا جا رہا ہے۔ اوورسیز پاکستانیوں سمیت عام شہریوں کے مسائل کے حل کے لیے ضلعی انتظامیہ کی بروقت اور مؤثر کاوشیں واقعی قاب ِل ستائش ہیں۔
ٰی انہیںمیں دل کی گہرائیوں سے ڈپٹی کمشنر اور ان کی پوری ٹیم کا شکریہ ادا کرتا ہوں اور دعا گو ہوں کہ ہللا تعال اسی جذبے، دیانتداری اور عزم کے ساتھ عوامی خدمت جاری رکھنے کی توفیق عطا فرمائے۔
Transparent Leadership of Deputy Commissioner Sheikhupura Ensures Justice for an Overseas Pakistani

I belong to Narang Mandi in District Sheikhupura and have been residing in Australia for the past ten years as an overseas Pakistani. Recently, I encountered a serious issue concerning my legally owned family property, which had been unlawfully occupied by an opposing party.
In response, we pursued legal action through the courts, and all decisions were ultimately given in our favour. However, despite clear court rulings, the process was repeatedly obstructed due to the alleged collusion of the local patwari, who created persistent hurdles in transferring the family mutation (Intiqal) into our name.
Subsequently, we brought the matter before the district administration and submitted all relevant legal documents to the Deputy Commissioner of Sheikhupura, Mr. Shahid Imran Marth. Demonstrating professionalism and a strong sense of responsibility, the Deputy Commissioner ordered a comprehensive and transparent inquiry into the case.
The investigation revealed that the opposing party had unlawfully interfered with official land records. Furthermore, the concerned patwari allegedly demanded a substantial bribe, which was later reduced to PKR 1 million following the intervention of respected community members. Despite this arrangement, the official failed to act as agreed and continued manipulating the records, resulting in further irregularities.
Ultimately, due to the timely and decisive intervention of Deputy Commissioner Shahid Imran Marth, justice was served. Not only was the entire inquiry conducted transparently, but the amount paid was also successfully recovered and returned from the patwari.
It is highly commendable that, under the leadership of the Deputy Commissioner, transparency and accountability are being actively promoted in District Sheikhupura. The district administration’s proactive efforts in addressing the concerns of overseas Pakistanis, as well as ordinary citizens, are truly noteworthy.
I sincerely express my gratitude to the Deputy Commissioner and his entire team for their dedication and professionalism. I pray that they continue to serve the public with the same commitment and integrity.
